True resilience is totally based on healthy, robust and intact ecosystems.  Only healthy, robust and intact ecosystems can absorb, expand and contract without breaking.  If we build our communities and infrastructure to support healthy, robust and intact ecosystems then we will have resilient communities.

In essence, healthy, robust and intact ecosystems = biodiversity = resilience.  All of the command and control engineering in the world will only make us more vulnerable to catastrophic storms, climate change and natural resource depletion.
