Building on work that has been underway since early 2021 to identify a strategy for water supply expansion for Dallas, Oregon, this project included development of a mitigation and flow bypass plan requested by the Oregon Department of Fish and Wildlife for a new dam and reservoir proposed for the city. As part of the project team led by Jacobs, Biohabitats evaluated habitat that would be affected by a potential water storage reservoir expansion, provided project management services, and helped develop the mitigation and flow bypass plans.
Biohabitats assessed habitat upstream of the current reservoir to evaluate conditions that will be impacted by the inundation from the proposed reservoir footprint, which allowed for the consideration of options to mitigate the reservoir’s impacts. Biohabitats also assisted with the development of a bypass plan that described proposed approaches to monitor, manage, and successfully pass incoming streamflow around the new reservoir for resource and habitat protection.
